Earplugs are TOO quiet for me. Many people have at least a tiny amount of Tinnitus, and the only time you hear it is when it's dead silent.
I also don't mind constant noises while I am sleeping, even if they are louder (like a pedestal fan or air conditioner) - as long as they are constant they can be tuned out.
Obviously an extremely subjective subject though, sleep is so important that anything that helps you get more quality sleep is a good thing IMO.
Wax earplugs are usually used for waterproof applications (like sensory deprivation tanks).
