Both Redbulls had a 'new' floor for Spa but it wasn't really meant to be a upgrade. There was a TD that prevented having floors that flexed above a certain amount that affected Redbull along with Merc. It came into effect after Hungary so they had to change the floor to be compliant. Redbull apparently only made 1 spare chassis this season to save on costs (most teams make 2 spares, at a cost of about ~750k each), and they haven't had to use it yet. Redbull has honestly had pretty great reliability so far when you look at it. Whereas Ferrari had to completely replace Sainz's car after the fire which was ~$2 mill pls Sainz crashed at Italy and Miami back to back races with pricey bills.
But either way, all the teams will be doing creative accounting to fit things into the budget. Honestly don't see how the FIA can actually enforce the budget cap tbh.
