Didn't stop the cab of the truck from going past the barrier hehe.

The barriers are made to eliminate crossover accidents on divided hiways (one person dead is better than 2). Plus those barriers can also be used on race tracks to ensure vehicles that lose control don't make it into the crowd and so on.

my guess its for protection from car bombs and the like...surround a building with those and itll be hard to drive your car into the building

no there's no driver in that truck - it was a controlled crash, probably done by remote control or by locking the steering straight.
