Quick GDL question?

My friend just turned 17 and is very lazy so she hasn't got her learners yet. With graduated liscensing I was aware of a one year waiting period from the time you get your learners until the time you can get your class five. She however heard that this waiting period dissappears when you turn 18. Is this true, or do you still have to wait a year even if you are over 18?
