i dont think you can turbo a crown victoria. but definetely sure you can supercharge them.
search this has been discussed many times, not for your car exactly but in general

Blower would look cool popping out the top of the crown vic... toss a built 351 small block in there with a roots blower Then you can catch all those ricers and put em behind bars where they belong

u dont need a kit to turbo anything, u buy a turbo get the manifold made then spend a assload of money on parts.
I am in the midst of a 4.3l turbo, there is no kit for it, u could turbo a lawnmower if u had the time and money
