16x20 you're gonna need a serious camera. minimum 5mp, but even then, because most non SLR cams have shitty sensors anyhow so the pic is garbage at full res, basically wasting your money on a print that large..
16x20's range in cost greatly depending on how you want them printed, the paper, how soon you want them...anywhere from 20-30 bucks I'd say.

I believe Photoshop CS can only Interpolate RAW files.
