Also change the mouse speed to the slowest tracking speed

After you've done that, go to the Hardware Manager, open the properties of his mouse, go to the Advanced tab, and change the mouses's report time to 1/sec. That way, it'll only take one input from the mouse per second, as opposed to the usual 100. This should slow the mouse down somewhat.
