The bird isn't in the water. It just looks that way. There is 2 tanks in there. One for the bird and one for all the fish.

It looks as if you can feed the bird through the bottom where that metal plate is located. Notice how it is a different look to the bottom than the rest of the floor? Looks as if that can be removed.
