    Only paranoid schizophrenics write like that. There was a guy a couple years ago who'd roam around downtown handing out papers that were very similar. I have no idea why but schizophrenics tend to use punctuation in very wierd and improper ways. I'd bet anything that whoever wrote that is a paranoid schizophrenic who's off his meds.
