Check you battery first.
k, a list of some not all possibilities that could cause the problem.........1. battery dead? 2. clutch not in when trying to start it? 3. no gas? 4. check fuses. 5. its a civic.,....hehe j/k.... 6. no spark......7. fuel getting to the cyclinders? 8. starts dead 9. check starter relay.silenoid 10. and last but not least....blown engine.......
This probably didn't give you any clues did it? well, i thought i'd just throw in my $0.02.. Hope its starts for you.

gas tank is full. Battery is fine. I think b/c we left it plugged for a couple of days during the cold week.
does it turn over?
you should still have your warranty left on it..take it into the shop!

Also you might want to check if you have anything disconnected, such as spark plugs, battery terminals, etc. If all else fails take it to the shop (tow it) for a check up. Sorry can't help much more.

If it's auto, maybe it's still in gear....If not then probably just jour battery. I can't see it being anything else on a 99 Civic
