They are legal, but you might need some sort of permit, we had one in our backyard, and my brother has one as well, and he is the type to check laws and get permits before doing anything.
Not sure if it is worth it though, it seems like whenever it isn't raining, there is a fire ban.
it's legal, no permit required, just has to be certain distances from any builidngs/fences...
