What sort of Charter Claim?
If it is in Criminal or quasi-Criminal court (Bylaw/Traffic), you have to serve Charter Notice on the Crown.
You might want to try the Law Library in the Courts Centre if you are insistent about doing it yourself. A lawyer, or at least a consultation with a lawyer would probably help.
