you can not go lower then the wastegate spring setting.
Why would you want lower than stock boost?

Heres another question: i am planning on boosting 10+ psi on a rotary
does anyone think this is going to affect reliability alot ?
Stock boost is around 6.5 psi
Full exaust will alow me to boost around 10 psi
Will a boost controller still allow me to return to 6.5 and over 10 ?

I can't really comment on the reliability factor since I don't know much about 2nd gen rotaries. As long as you've got the fuel supply to overcome detonation then it *should* be okay. I'm sure the rx7 forums know the answer inside-out-and-backwards.
Any boost controller should allow you to set the level you want, except as noted above. What kind are you getting - manual or electronic?
