Was chatting with a guy yesterday, he said for each of the last 2 weeks he has drove about 10 hrs. Gross so far he has made 1000 bucks. So if you pick your timing right it can be a decent side income.

In a non injury accident you don't even need the police to be attending. Just go to your insurance company and report the accident...that happened as you were out for a Sunday drive.
It could work just as you describe, but if your insurance company finds out somehow, you claim would be denied and they would probably sue you for insurance fraud.
That's a conviction that would really follow you around. Worse than a DUI imo.

Any different than getting into an accident on your way to work, while only having "pleasure" coverage?
Or a vehicle carrying a box of tile for a client, yet only having personal use collision? So many technicalities in coverage that I'm sure get side-stepped all the time.

So what if you were giving your friend a ride somewhere and he wanted to compensate you for the ride. Just make the app so that it's a friend finding service, and you just so happen to help calculate fair compensation for friends in the app.
Just because you're searching for a friend to give you a ride from one point to another doesn't mean he can't be your friend.

Technically anyone that takes cash for a ride would be breaking their insurance rules. I can't recall the specifics of the article i read but there would be many industries and delivery people that wouldn't have the right type of insurance. Getting cash for giving a friend a ride would technically void your insurance.
Dave sort of touched upon it on his post about people transporting items for work...
But the city only cares about uber insurance not the rest of the other industries that get caught up in the same issue.
Uber has dealt with so many of these dumb, narrow-minded, taxi-revenue protectionist city councils that they could probably write a book on it.
In the end, they will prevail because enough people demand this service. All this is just optics on behalf of the city to make it appear like they are trying to appease the status quo.
