Default Trying to call China, need some help

Hey guys I'm trying to call China but Im having trouble finding the arear code for the number. It's in Zhegiang, so far the only digits I have are 88274643. Does anyone know what else must be included to dial out? Thanks a lot for your help.

Are you sure it's Zhegiang or is it spelled Zhejiang

Ok Im going to keep notes for followup.
I dialed 011 then 86 which is country code. Then 511 which was supposed to be area code. then the number 88274643. It got me further then I had been and got me connected to China but the number was not in service. It doesnt help that China has 9000000 area codes lol. I dont even know if the number I have is right, does it look right to anyone?

Why is there 8 digits in the phone number?
Is that what phone numbers in China are?

Eight-digit numbers are not uncommon in the rest of the world. Hong Kong, Taiwan cell phones, and France numbers have eight digits to name a few.
