Rent control, doubt it. However she seems to want to ditch the local area plans that the city has been doing consultations on for years and just blanketly override all R1 zoning. That’s … not going to go over well.

There is a newer program in place CMHC for multi-family where Landlord can qualify for incredible financing terms (up to 50 year amortization, below market interest rates and 90-95% LTV) if you commit to capping rents at 30% of Alberta median income for 10 years. Rent works out to about $15xx per month. This incentivizes development of new multi family stock and refinancing of existing stock with rental caps in place (LL can also qualify for preferred financing if they hit energy efficiency targets and accessibility). Rent control will disincentive new development - horrible policy. The current carrot approach is better policy, incentivize the creation of more affordable rental stock.
Good luck going up against the communities that are R1 zoned with goal of increasing densification, home owners in nice areas pay nice area prices to have a buffer from poor people and all of the societal ills that are related to poverty. Wealth = Influence
There are supposedly no communities left in Calgary that are exclusively R1.
