Well, I took your advice and shoveled some snow into my green cart. It really doesn't hold that much, but at least this way I have a flatter cleared spot to park my carts for collection! For 2 cycles of green cart (4 weeks?) they haven't emptied it. No tag, but it was sitting on top of some snow, off the curb. The recycling bin next to it was emptied without issue. Guess I'm shoveling a spot and pouring all the snow in.
I ended up dumping it into my garbage bin, so it would just get taken care of.

Depending on the driver, they won't empty the cart if it's sitting on top of snow. Recycling bin is a separate driver, so YMMV.
The city plows are being total dicks to me. My house has a bus stop, and they plowed down where the bus stops so that people can get on/off the bus without being blocked by 2 ft of snow. In the process they flatted all the plowed snow onto the sidewalk and flattened it down to a inch of ice by driving over it. I've given up, that spot is staying packed ice till the fucking summer.
City employees fucking suck. I swear Nenshi is trolling me haha.

Even council is throwing useless city employees under the bus for this one.The city is spending about $300,000 a year to stockpile clamshell plastic packaging collected by its blue cart program, leading one member of council to wonder if the material should be buried or burned.
Wonder if we will find out the same thing about the green cart program in a few years.

With that said, this whole COVID WFH is really stressing the shit out of our garbage with pickup every 2 weeks. After getting our last kid off diapers we were finally caught up with a little room to spare. Now, the garbage is overflowing weekly, and that's with zero visitors to the house. Even recycling bins are full weekly now because of deliveries and packaging.
Green bin is like 5% full every 2 weeks being home non stop lol.

We're lucky: our collection dates haven't changed.
My girlfriend works for the CoC (but not in Waste and Recycling Services) so I asked her if I should pick up a second job as a bin truck driver. She said that she heard they're kind of stuck right now because with Covid, they are down some drivers, and they're not able to do any interviewing / hiring / training.
City changed our dates the other day so everyone put garbage bins out yesterday.... nothing was picked up... go back and check the app last night and we've been switched back to next week Thursday. Someone hit the wrong button somewhere.
Also with the City not going back to green bin pickup every week do you guys think we'll get a refund for those pickups not taking place
