Quebec City feels like a tough sell because a) East team, so they'll need to reconference again to balance it; and b)The market size is half of Calgary (metro area about 60%), plus I imagine the Canadiens and Maple Leafs will fight tooth and nail to avoid fracturing their existing market - possibly part of the reason why Winnipeg got their team back before they did.
I've heard Kansas City, MS, and Houston are options, which I suppose is viable, but I think moving another Canadian city is going to piss off a lot of people. I think even Bettman knows that moving another Canadian team south is a bad idea. Especially if it means losing the 5th biggest metro area in Canada (there is a sharp drop off from #6 Edmonton to #7 Quebec City). At best, it's a short-term gain with detrimental long-term effects.
In all likelihood, the latter two teams are more likely candidates for expansion than re-location.

The cost they are spouting is complete pie-in-the-sky bullshit. They don't even have any real plans for this monstrosity yet. I wouldn't be surprised if it ended up costing any less than $2 billion. This is government at work. Cost over runs are the order of the day. Rarely does anything government fund costs less than double the predicted price.

Based on the FAQ on the Flames website it’s back to the pre-renegotiated deal where the city and CSEC split cost overruns. Unclear now but that deal also had the caveat that overruns that were the result of one party’s desire was all theirs. What caused them to walk away from the previous deal was that they agreed to pay all cost overruns in exchange for switching project managers. So now we are back to the original deal, but worse.
Where would be better locations other than DT? Can you attach an arena to a terminal at YYC, perhaps the Westjet hangar.
