Not as simple as that, first you have to petition your neighbours for a paved alley, then if you get enough signatures the city mails out the estimated tax increase for the next 15 years. Then you have some asshole who goes around with another petition to get it stopped because they don't want to pay more taxes. I actually got our lane paved but it was a massive time commitment and like others have said it doesn’t always happen (seems to be 50/50ish). Someone tried to appeal ours but was not successful, I don’t think they tried that hard.
