I have family members who traveled for surgeries that Canadian doctors would not perform.

I know lots of people that don’t travel with even close to proper medical insurance. Sounds bad but maybe it came down to a money issue?

Edit: also I know insurance has very limited coverage on things like hotels for family, probably more cost effective and less traumatic for the kids to be back home, especially if he came out of it with brain damage and required major rehab.

Would not surprise me in the least. I'm one average person and there's 2 people in my life who that I know of who have chosen ,or had (depending on your viewpoint), to go out of Country and out of pocket for surgeries because there's just a higher level of ability for certain things elsewhere. I'm sure that could be said for a great many places though, no one has the best of everything.

He's old enough to be tried as an adult. Driving by someone and shooting them in the head seems like good justification for that. Also, as he shot a driver of a vehicle that was (likely) traveling at high speed and filled with other people (his family), would there not be grounds for multiple attempted murder charges?

Indian or not, it's not like he's gonna go to jail and come out "reformed." If he get off easy for being an Indian, he will likely just reoffend and put more people in danger. As this case is international, I hope they throw the book at him.

Thats a lie. We have ability. But due to poorly funded medical system we have long wait times for electives, leaving people uncomfortable or in minor pain.
