You still have the grow the business so you goat the customer into thinking they are getting more of something for an incremental increase in cost. It's probably to pad stats as well. We often see updates of Canada having the most expensive rates in the world and $/gb comparisons. He isn't going to use 100gb so it costs them nothing to keep stacking more on top of large accounts. Same reason why the business shared lines are now insane data buckets as they know your family of 4 probably isn't going to use 500gb anyways.
