I have spent some work hours updating my management team on the potential impact of this and the coles is that it is a pretty small deal. Can really only impact federal land, and most companies that operate on federal land have a significant inventory of approved drilling permits in-hand in anticipation of this exact scenario. Longer term, drilling will shift away from federal land, but that's not likely to change the total number of rigs drilling.
Just another way to pick winners and losers. Winners are not the citizens of New Mexico, that's for sure.

Dug up my numbers. Across the USA federal lands account for roughly 10% of all oil and gas leases. However it's more like 25% of all new shale oil drilling, which is what people think of (and what I worry about at work).
