The amount of backlash I got online for suggesting that NASA ban Africans because they would most likely steal technology to sell to China was pretty extreme.

Proxy being the thing, especially theft. IP, car theft or otherwise, a pro thief always sells the take. When a Somali pirate takes a cargo ship, they don't keep the random goods they plunder.
