I have an easment for a "permanent structure" that is in the "roadway" at the front of my yard here in the city. But that's just grass, not a canal. The canal owners (whatever irrigation district) will never allow ant digging or restriction to their access for that area.

They'll allow an easement for an overhang, deck, eves etc. after it is built, with some back and forth I'm sure. But yea, in all seriousness no permanent structure in the ODRW for the canal.

First step is to get copies of the agreements and actually read what is allowed. 95% chance you are f*ed but you never know.
