You may not even need to go through the ARB. Just call the assessment department and talk to them, they have the power to adjust the number themselves. I'm up 7.2% this year which puts the assessed value ~$40-50K higher than what I think I could sell the house for. I called the assessment department, and they didn't budge so I filed a complaint with the ARB. The HonestDoor number for my place is nearly $30K higher than the assessed value, that number is even more out to lunch

I called assessment and they were quite helpful in giving me the data they were working with using 2 comparable houses. They were not willing to make any amendments over the phone.
What is crazy to me is their CPI time adjusted price per square foot was $399/sq-ft versus the actual $314/sq-ft on the actual sale price.
