I think the main issue here is that police are not trained to deal with people on drugs and mental problems. I do not believe in Canada it's not race related, just look at the Anthony Heffernan case here in Calgary. He was white, on drugs, no weapons, coudln't understand the police instructions so they shot him 5 times.
A lot of police are trained in a fashion where if you don't obey they have the right to use any force but what they can't do is determine situations where force isn't needed. Some people on drugs for whatever reason just need help and they can't understand police instructions and if approached to be handcuffed that can lead to paranoid state that is fight or flight, they don't know the police are trying to help them. What makes it worse is that this has been happening for a long time with no change in police training.
