Depends on the timing. My primary factors are work, entertainment, and kids. Work factor is gone, WFH I can go anywhere. Uprooting kids is a definite no, so you're right, if the flames left today, I wouldn't move. But 10 years down the line with neither tying me down? No entertainment value, albeit hockey or concerts, I wouldn't hesitate to move somewhere with more entertainment options. If I was a Bolts fan I’d totally move to Tampa, but for other reasons too. When it comes to Calgary, Edmonton, Winnipeg or any other Canadian team (maybe Vancouver exception), I doubt anyone moves there specifically for the hockey club.

I disagree and think you are underestimating how many people love watching live pro sports. If there are two cities to pick prospective relocation to and one of them has far better entertainment options, it's pretty easy to see the sway. Now whether there are more people, or less, who care about entertainment is another question but that isn't the one you posed.
