I'm sure the Russian Central Bank is propping it and the MOEX up. They do have a lot of reserves though and a commodity economy so without all of the political risk, the Ruble would have been performing well.

I put a US$25k+ bet on the iShares MSCI Russia ADR/GDR while the market was dropping before sanctions were announced. Obviously it's been frozen for trading so now I just need to diamond hands it and hope Putin chills the F-out and negotiates to leave Ukraine in return for sanction relief.
