Have a good friend setup (on GIS) setup a Telus $9.95 account and push it out over an amplified wireless antenna. Core of internet solved. Used solar panels, a new Lifepo4 battery, one base Ipad and one Steam Deck. HDTV that runs on 12 volt with bowtie antenna.
I would think it would be doable at least entertainment wise.

Income support is something like 745$ for a single person. And Alberta de-indexed that from inflation...Not exactly something you can even pay rent on - they 'allow' 330$ for housing. That wasn't sufficient in my adult life - I've never had rent lower than 450$ in the last 27 years. So - the real question here is how do we expect those who need welfare to survive - on 1/3 of a realistic rent?

I don't think this sort of thing (rv living) is for actual poor people. This sort of thing is for people who theoretically should be able to buy single family home property and hold decent-ish jobs but they have been priced out of real estate. Poor people can't afford the gas, maintenance, or running costs.

If not parked directly in a Walmart lot, I'd think an electric scooter would be doable for dips to the stores. If you have to move most RVs even once a week it starts to get expensive and annoying.
But then again, you only have half a year of scooter weather.
