This is something similar that happened to my mom's dog who got bit, I can't remember the breed honestly. Several unreported incidents despite smaller but still aggressive things for years until my mom reported her dog and everyone came out of the woodwork to report this little fucker. We learned that bylaw needs multiple instances reported to seize a dog. They ended up taking the dog and putting it down. Guess who has an even bigger dog than before?!

So if you see a dog and its owner being aggressive to you or someone else, start reporting that shit right away.

If you have a dog that's been seized and put down, you shouldn't be able to register a license or have a dog permanently on the property again. Lots of loopholes but it's a start. Repeat offending is inevitable.
